Senior Finance Manager

Responsible for the accuracy and integrity of financial data related to Corporate, SBUs or Magellan Federal programs. This position will work with various departments within the company as well as with employees within the finance department. Support for the administrative cost processes and program financial administration will be principal accountabilities.
- Ownership of actual versus budget analysis including detailed explanations of the drivers of variances.
- Applies underwriting and/or accounting reporting and forecasting procedures to new and existing business and contract engagements.
- Meets deadlines and assists with the fulfillment of financial requirements for RFPs which entails review, analysis, development of underwriting or financial models and documentation, periodic recalibration and updating of model assumptions and cost drivers.
- Prepares and synthesizes detailed cost models for a varying audience, including operational business partners.
- Interprets operational metrics and leverages current and prospective performance trends in analysis.
- Collaborates with Sales, Account Management, Operational leads and SBU finance partners to develop accurate cost models.
- Understands and leverages operational and business workflows in cost modeling.
- Supports the budgeting and forecasting processes.
- Performs analysis related to actual expenditures versus budget including detailed explanations.
- Collaborates with Operations Leaders to develop and quantify cost optimization initiatives and tracking their specific progress.
- Reviews and Reports Key Performance Indicators (metrics) and assess their progress and improvement.
- Supports staffing development for specific operational models and programs.
- Develops the annual budget/plan which includes staffing and non-labor related expenditures, as well as performance metrics that support staffing levels.
- Develops Forecasting models to identify future staffing and non-labor expenditures.
- Supports development of the Five-Year operational model.
- Develops operational workflows that will support the cost modeling required to support the Administrative Cost Underwriting process for both existing and new products.
- Develops Return-on-Investment (ROI) analysis for various current operational workflows and platforms as well as the assessment of new systems, staffing and subcontract scenarios.
- The support for the Administrative Cost Underwriting process will be a principal responsibility and includes oversight of financial aspects of the administrative costs that may include the underwriting process.
- Principal activities may include reviewing and analyzing Requests for Proposals (RFPs), contract modifications to identify all program, service and financial requirements, developing and completing underwriting models, periodically recalibrating financial assumptions or current underwriting models to account for current or, at times, prospective operational workflows and metrics, owning the underwriting policy and guidance as leveraged by Operations Finance and collaborating with the business leads on the development of administrative underwriting or financial models related to new products and staffing solutions.
- Develops and owns underwriting policies and guidance and collaborates with the SBU and Corporate Underwriting on both strategic direction and underwriting parameters to be considered within the process.
- Production and administration of program work statements of authorization.
- Responsible for all project financial deliverables.
- Special projects/ad hoc analysis as requested by management.
- For Magellan Federal roles: Serves as program management financial leader to fellow federal program staff - timekeeping direction, travel administration, housing arrangements, expense reimbursement.

Strong working knowledge of the MS Office product suite, specifically Excel (Advanced User-modeling, including lookups, logic, functions and macros).
Ability to work collaboratively with Operations Leaders to learn and understand the detailed operational process and from this understanding, develop operational workflows that would support both Cost Modeling and the overall Administrative Cost Underwriting Process.
For roles supporting Magellan Federal, these requirements must be met:
7+ years government contracting experience working in the finance or accounting disciplines. May include up to 2 years of service as program management financial leader to fellow federal program staff - timekeeping direction, travel administration, housing arrangements, expense reimbursements.
Program management financial leader ensures cost recoverability of labor and travel costs per the contract, Federal Acquisitions Regulations (FAR) and Joint Travel Regulations (JTR).
Working knowledge of Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS) requirements.
Experience working on FAR 15 governed contracts including Cost Plus Fixed Fee (CPFF), Cost Plus Award Fee (CPAF), Time and Material (T&M) and Fixed Price (FP).
Strong written and verbal communication skills.
