The primary effort of the Recruiter/HR Specialist is to manage the entire lifecycle of recruitment and onboarding of new employees. The Recruiter will be responsible for staffing current openings and assisting the business development team by providing quality candidates/resumes in proposal efforts. Additionally, this role also serves as a point of contact for employees regarding any HR item, including questions about HR policies, benefits, and HR programs.

This position can be remote or onsite in Knoxville, TN and must work on Eastern time zone office hours.

Responsibilities

Recruiting (75%):

  • Source, screen and interview candidates for current and future staffing needs.
  • Use traditional and nontraditional resources, such as career fairs, online job fairs, community network events, etc., to identify and attract quality candidates.
  • Develop advertising/ social media programs (internal and external) to ensure high visibility with potential candidates.
  • Coordinate interview schedule with hiring managers and conduct reference checks/background checks/drug screen.
  • Extend job offers and negotiate salaries, balancing the need to attract top talent while being cost conscious and adhering to pay bands.
  • Follow up with candidates and hiring managers to obtain feedback regarding recruiting process.
  • Develop and maintain excellent relationships with candidates, sourcing companies, association points of contacts, college and university career centers, and internal clients to ensure achievement of staffing goals.
  • Communicate important employment information during delivery of employment offers (e.g., benefits, compensation, noncompete agreements).
  • Work with hiring managers to ensure compliance with all federal/state laws and regulations.
  • Manage current candidate activity in the applicant tracking system (ATS).
  • Perform other duties as required.

Human Resources (25%):

  • Foster a culture to live MSLLC’s core values of Integrity & Trust, Passion, Servant’s Heart, Accountability, and Balanced Perspective.
  • Point of contact for new hire onboarding process, accountable for ensuring all new hire documents are completed prior to employee start date.
  • Follow up with new hires as needed for necessary paperwork.
  • Entry of all new hire data into appropriate corporate systems.
  • Ensure appropriate HR documentation is filed into confidential employee files on a daily basis.
  • Update job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations and attending HR conferences.
  • Perform other duties as required.

Qualifications

  • 5+ years of Recruiting experience required
  • HR certificationpreferred
  • BA degree in Business, Human Resources, or a related field required.
  • Proficient with MS Outlook, Word, PowerPoint, Excel, and applicant tracking software required.
  • Experience with social media/technology communication platforms such as LinkedIn, Facebook, and Twitter required.
  • Familiarity with federal contracting, bid and proposal recruiting is a plus.
  • Experience in a professional services or consulting firm is highly preferred.
  • Ability to travel occasionally.
  • Strong internet connectivity and home office set up for remote work.
  • Exceptional communication, teamwork and influencing skills that foster a collaborative and continuous-improvement environment.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

Work is performed within an office environment, with standard office equipment available, but could also be performed remotely. Work may be performed at the MSLLC offices or remote. Occasional travel may be required. Work is mostly sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Must have good vision and be able to read, write, and communicate fluently in English. Occasional overtime may be required to meet project deadlines.
